The whole program is criminal. There is no oversight, or accountability. After FBI probes in Chicago into the Red Light Photo Enforcement Program. Illinois still allows villages, cities to use it to generate revenue and harass citizens with possible threats to boot or take their car without a warrant. Illinois really has bad leadership.
